Does the package replace a Transport Manager?

No. Consultancy support does not replace the operator’s responsibilities or the continuous and effective management required from a nominated Transport Manager where one is needed.

Is ongoing support suitable for a small operator?

Yes. A smaller operator may value a regular external checkpoint where there is limited internal resource, provided the scope remains proportionate and responsible people continue to carry out their own duties.
